The key to any good writing is "show, don't tell". This is because "telling" feels awkward and contrived. With Nami's moment we had "show don't tell". With Brook's moments we're getting "show AND tell", and it's obviously because Brook is unpopular and Oda wants kids to like him and feels like he needs to drill it in. It comes off as awkward.

Okay so here is how it goes. Brook contains a dial up his skull, alongside that stack of papers.
We don't have any knowledge that he removed it and if it was inside his skull when he was with Mom but it looks pretty difficult to actually fit anything else of that size inside.
If Oda forgot about his skull dial, then we can safely assume that Oda ------> Hack.

On the other hand I believe that that it's safe to assume the size inside his skull is "gag-sized", since we have skeleton that can hear, see, talk, eat and poop.
