The long answer is that the Japanese have a completely ass-backwards culture; women are basically expected to have no personality or identity beyond that which her husband grants her. It's less about the pale skin and more about what it represents: an introverted woman with no social expectations who just sits around the house.

Dark skin on the other hand is a result of frequent sun exposure, usually as a result of an active lifestyle or outdoors work. Both of these things are associated with women who are either confident, socially active, or who go out of their way to look unique, possibly any combination of the above. The japanese hate these things, because that runs the risk of her being one of those damn free-thinkers with wants and needs.

I mean, all of the latter personality traits can apply equally to sluts as well as actual decent women, but because the Japanese generally find these traits detestable regardless they tend to depict these types as slutty.
