It's not really gap moe. Gap moe is when a character does something unexpected given his usual behavior, or has an unexpected personality trait that contrasts with her main traits.
Examples: X is extremely capable in everything but sucks at cooking. Y is brave and strong but is afraid of cats.
Vigne is a demon but has none of the demon traits and never really does anything evil.
Eventually the fact that she's supposed to be a demon itself could be considered to be gap moe but that's stretching it a bit.

Usually the VA's agency will look for auditions and the VA will generally take whatever they can get. Sure someone as big as Kanahana will get invitations to do roles and has the financial freedom to reject roles she doesn't want but she hasn't been getting nearly as much work as in her heyday.
