Not sure it will need or that they could even give full resources of JC, I don't know how the studio is set up from an economic point of view to work that way. Thought earlier they were waiting for Railgun to get further along so whenever they started up production on Index they could do Index->Railgun->Index->Railgun for stable work share staff and assets that they need to create and get to the end of OT. That happened last year so kind of was hoping for an announcement last year, and still holding out hope for something this year.

Not saying it is the main theme of the series but that book is written for you to care about the fact she doesn't know if her memory is real. So the author wants you to learn that her and Touma's past events are real and feel bad that she can't be with Touma not just because Touma lost his memory but from (Brain Damage?) she caused to save him. So you don't have to root for romance beyond "they lived happily ever after" as you have to accept that idea to feel oh it didn't work out this is supposed to be sad.

Not saying the story is about romance but the emotional payoff of NT11 pretty much requires that you care for Misaki. The person who can control everyone's memory can't be with Touma because he can't remember her and won't let herself forget him. You are supposed to be happy that she is rescued by him. Regardless of why you are reading the story that is part of the emotional beats even if you are someone who doesn't have emotions.

They used to play up both Index and Mikoto with varying degrees of liking Touma and recently they are teasing more that Mikoto cares about him while forgetting Index exists. This isn't me saying I want or think someone is going to end up with Touma just that you are kidding yourself if you don't see that "romance" or one person being romantically interested in another is written into the story. I mean they introduced a new character who's main trait is that all the girls he knows are in love and willing to do anything for him. This might be a commentary on other stories or just a way to sell more but your only kidding yourself if you think that there is no elements of will they won't they or romance in Index.
