If by "drama and feelsy bullshit" you're referring to what I think you're referring to (anything that isn't K-On-style SoL, which isn't "drama" but whatever), in Demi-Chan's case it's literally to set-up the characters, it's sorta tied to the titular premise.

The series should be somewhat more SoL-y now that they've finished introducing the main cast, that's how it is in the manga anyway, but the focus of the series is these chicks' daily lives and how their demi nature affects that.

I haven't watched ep4 yet, but I don't think this is quite right. Really, the first episode was just really strong. The rest have been the same middling level of average.

The big problem is that they just jumped right into hot-for-teacher antics and have stayed there the whole damn time. All of that stuff is utterly cliche and lame. The things that made the first episode good were the grounded and authentic tone and the way it perfectly blended demi-chan problems with regular high school girl problems.

Dullahan-chan is the prime example. She's not a "being a dullahan is hard!" character, and she's not an "I'm a dullahan but forget about that, I have regular high school girl problems!" character, both elements are very nicely integrated into her character. The scene where her classmates are just a little bit awkward around her and then vampire-chan starts talking earnestly to her and she brightens up was just perfect. Really excellent scene. There were a few good ones like that in ep1, but everything since has just been workmanlike.

It also kinda feels like the budget was cut in half between ep1 and ep2.

Vampire is equal parts cute to smug, so I'm all in.
