Exactly, the whole thing with Haruhi was that it's a bizarre twist on the high school slice-of-life. This is literally just another slice of life.

It also messes with the very carefully balanced cast. The most obvious part being the way that Kyon and Haruhi play off each other. He's the straightest straight man to have ever existed and she's the only person that could ever challenge that. They're basically the perfect foils for each other. It's part of why the series works, it doesn't try to be a harem and so you get much more interesting and meaningful character interactions since they don't have to be through the lens of 'anybody could win' teasing. Yuki-chan boils it down in a way that strips basically all of that out. It may not quite be technically fanfiction but it's written with all the grace and understanding of the worst that 15 year olds on Fanfiction.net have to offer.
