Is anime generally broadcasted in 1080p now? And therefore HorribleSubs aren't doing upscales these days? I know 720p used to be the actual broadcast quality and they upscaled them anyway.

HS never upscales or downscales anything.
No matter what resolution was used for production, nips upscale it to 1080 and send it to CR/funi who downscale it back. Although sometimes simulcasters only get 720, like with Urara.
If you have to go HS always pick highest resolution available, CR/funi have no fucking idea how to actually downscale and any modern video player does better job in real time.

Anime is broadcasted in 1440x1080 from tv stations but usually it's mastered in the 720p area. Kyoani has some odd fixation with 950p I think. And of course you have the one or two shows in full 1920x1080.

Crunchyroll typically gets 1440x1080, same as most TV stations. Whether or not the show actually benefits from any resolution above 720p depends on the show.

The actual size of the monitor doesn't matter, it's the resolution of it. My phone is smaller than my hand and it has a 1080p screen. You can see the difference in a 1080p vs 480p YouTube video. the same is true for any laptop or tablet.

Well, I've got 4k monitor with 15.6" size.
Yeah, I know, it's meaningless, but it's not like I choose it specifically.

But, I mean, what's the point of watching anime created in 720p in bigger resolutions. Even if it was upscaled. Isn't this the same thing my media player does every time I open video with resolution less then my screen on fullscreen?

Thunderbolt Fantasy and that Yotsuba anime profited from 1080p, as did a few other shows.

Most of the time there's literally no difference between upscaling 720p→1080p and 1080p though.

Download both files, alt-tab between them or take screenshots for comparison.

You can also downscale and upscale the higher-resolution material and compare the result to the original to guess the native resolution.
