I've only seen both seasons of kaiji, I'm not sure if I want to read the manga since it seems like people think each arc gets worse and the slowness would bother me more when i'm reading it? Also I don't know how mahjong works, I think i'd watch akagi but I know it ends with a cliffhanger and the match still isn't over in the manga 20 years later. I just want to know what happens but it doesn't seem like this guy has any intention of ending a series, and akagi has like 5 spinoffs going too.

You should read the next to arcs and wait for the current one to be closer to completion.

You will be able to understand the 17 step mahjong pretty easily since its just forming a hand and waiting for your opponents to play a tile that would complete it.

Akagi is fun but you won't understand everything that is going on without reading up on some mahjong. The 20 year arc is really close to finishing.

It should end with him preparing himself for his final showdown with Hyoudou by taking a small bit of a tombstone rumored to belong to a legendary gambler, and winning, completely throwing the underworld off balance.
