the reason is that there's a fucking war operation happening on the island
every fight in Rue Island was CCG vs Aogiri. They are all central to the current arc.
And you can say the same thing about Suzuya fighting Kurona, that it was just to showcase Arata's new form. But of course you would say "the point was for a weakened Kurona to transition to cutting ties with the mad doctor to eventually join Kaneki" but you can easily have Tatara's past have some significance if you want to include China's branch of the CCG and other Chinese characters that are doves.

You are very opiniative on things that matter and don't, but it's all your bias on what you deem important to the wider scale. It all matters, the small fights, the grand operations, illustrates the chaotic state of their world so nothing is completely meaningless. There doesn't have to be a goal post either, but make the story about the characters and let them have their moments.
