The canon makes it clear that Ninja are less the Ninja we think of and more just mercenaries. It's consistent with this point.

Not a single person in canon ever complains about Naruto wearing Orange, nor about Sakura wearing bright pink. Because it doesn't fucking matter. They use stealth techniques more than just hiding in a fucking tree.

That is literally true.

Kishimoto originally wanted to write a manga about wizards, but he worried that, at the time, people would think he was just ripping off Harry Potter. So he made it about "ninjas" instead.

Which probably made it better than it would otherwise have been. The ninja ideas and aesthetics added to the magic is more interesting than the straight-up wizard story likely would have been.

It's still about Ninja Tools all the way up to Boruto and about Hand Signs (which were either dumbed down to one sign or removed because they were used too fast to save panel space).
