It would be pretty mediocre and short, but yeah it hopefully wouldn't have such a massive notoriety if it just ended where it should have.
I find that people over-value the SAO arc because at least it's not Asuna-being-tentacle-raped, but it really does fail to explore the themes and world, nevermind the complete lack of build up to a proper conclusion.
Quality of characters at that point in the story would pretty much be the same arguments you see now because aside from Mother's Rosario for Asuna, none of the characters develop or change beyond their roles in the SAO-arc, and even then every side-character is impressively 2-dimensional and underused.

If you think the ending is SAOs biggest problem, you completely missed the point.
