Kamille was just a prep school kid, who did judo.
It was never stated how good he was and the only time we have seen him in practice was the time when he was skipping.
Judau on the other hand is seen to be pretty toned for a 14 year old, he also basically lived on the streets so he probably had his fair share of street fights in whatever gettho colony he was living in.
He also had to work/struggle to get some more money to take care of his sister since their parents didn't earn enough.
If I had to bet on a kid who lived his entire life on the streets vs some prep school kid who goes to karate I would put my money on the former.
Just because he did martial arts doesn't mean he is domon kasshu or something.

Huge letdown. At the end of the preque,l Amuro was too fast for his Gundam to keep up with, Zeta never reached that level of hype.
