Luffy by far. Goku at least knows how to reproduce and has basic biological instincts.

Goku is ill educated hermit bum moron; luffy is slightly educated to be able to read; but ain't smart; but he actually tries. It's funny cuz over time he has shown to think and come up with ideas; even if they weren't all that crazy cool or brilliant at all. He does think compared to goku; but still bad so he's somewhat autistic; goku is dumb; helping his enemies with a sensu bean.
