Steins;Gate is a loophole that the Lab Members specifically searched for. It does set the precedent for convergence not being as clear-cut as you might think, but it's also really obscure and was probably found through equal parts research on the worldlines and insight, it likely was never just a direction like Leskinen's idea is. Sure, loopholes exist, and technically Leskinen's world could be one, but it's really unlikely. Suzuha not just disappearing suggests his plan either failed (in which case it doesn't matter how nice the idea was) or was flawed in the first place.

Giving time machine to countries still would be extremely risky, and Reading Steiner might not be a perfect counter it seems to be, since it still requires its user to be able to change time back, which might be impossible in some situations. Especially if someone savvy tries to gather all Reading Steiner subjects and prevent them from doing anything. And there's no guarantee perfect Reading Steiner is even reproducible.
And, well, nukes did end up in everyone's hands mostly at the same time, and yet we still almost blew ourselves up. Don't underestimate the irrationality in humans. And, well, just one bad shift, and you are under SERN's control, or perhaps on a planet with no life at all. It's really easy to end up in a dangerous situation like that.

Jumping straight to torture was honestly a pretty silly move. Okabe was even considering telling him about Reading Steiner all on his own, would have made more sense if Leskinen had tried some other approaches first or ease him into his mentality instead of jumping straight to I'll give everyone a time machine and torture you. It probably wouldn't have worked given Okabe's stance on time travel at the time, but Leskinen had a lot of things that he knew Okabe wanted.
I used to think that RS was probably imposible to replicate, but according to Alpha Suzuha the divergence meter is supposed to work the same way as Reading Steiner, and that doesn't seem to have been made out of any special snowflakes. It might be perfectly feasible for the skilled neuroscientists in S;G to replicate it.
Doesn't seem like Leskinen was the sort that cared about money, he was just dedicated to his job at Stratfo. Seemed like he believed Stratfo was actually doing the most sensible, logical thing. Not like real agencies are opposed to doing morally questionable things in order to get info.

Whatever Amadeus did when it started it's deletion process in Twin Automata caused it to access and load Kurisu's memories from another worldline. Nothing indicates that, especially not with how quickly tech was developing. Further, even with the polution there were loads of both people and animals alive and kicking in the battlegrounds of Japan. If there's so much activity in ground zero there's much more else where. Yes the decimation of the population is the comittee's wet dream but it's far from an impossible situation. The new seeds growing amongst the dead roots of old society would be capable of both time travel and reading stiener in leskinen's neworld. They're more than capable of tackling whatever problems come their way after that.
Unlike say, S;G worldline where if a catastophe comes they're all unilaterally fucked because Suzu isn't going to pop up years earlier and slowly but surely fix it.

Daru is actually useful, but watching him hack stuff for the entire novel would be pretty boring. I guess he could also try to build stuff, but it still would be mostly outside of the viewpoint. Well, he's a support character, so he's probably fine. I guess his role mostly fits what he did in S;G.
Kurisu is mostly useless unless she figures out some new theory that either saves everybody in the end or is the focus of the novel. Scientist's job isn't interesting to watch. Otherwise she won't have much importance in the plot.
Maho is the same, since she's basically Kurisu for the game where she was dead. She'd probably be kinda redundant, honestly.
Mayuri is really used to her fullest potential in S;G and S;G0, considering her character. I have no idea what else could you say about her in a new game.
Faris and Luka would probably have no reason to be there except for the fact they were in the Lab at the end of the game. In S;G they were playing the role of supporting cast and connected by the D-Mail messages thread. Here they won't be able to have that.
Suzuha is out because of her age.
Moeka could, ironically, actually be really interesting to watch go against the Committee, considering she's a Rounder.
So, only Kurisu, Daru and Moeka can actually do anything but SOL scenes in here, and Kurisu is kinda questionable. The other ones you could just drop outright from the story, and nothing would change. And all three of those are support characters, and boring to watch for prolonged periods of time.
And most importantly, Okabe, whose time travel held the entire S;G together most likely won't have anything to do either. The best he could do is maybe pull the Lab together here, and since half the Lab is unlikely to be all that useful, he wouldn't be either.
You would either need a new gimmick or make plot depend on characters exchanging information. and nothing else, for Lab to be interesting to watch.

Time paradoxes don't exist within Steins Gate. In the "original" timeline, he learned the song from an external source. In the timeline he's in at the time they're talking about it, he learned it from Kagari.

Reread the scenes of the VN in the future. There's no small number of aggresive parties roaming the ruins of Tokyo. Survival is feasible if you were lucky. Not a lot of people but enough that when things cool down unification and reestablishment is possible.

The war hadn't officially started in 2011 yet even with the attack and Suzuha said they had a few years to go. So money was still useful at that point since they knew in advance what was going to happen so could buy up everything they could and need in advance. Really helps to have a good foundation going forward to build up a resistance unit.

There's no real indication that anywhere else is better off than Japan, considering this is a nuclear war fought primarily between America and Russia in the time machine race. Things like the great bombing of Tokyo may only be relevant because our characters live in Tokyo.
