Gaia doesn't give either of them much of a role in their plot. Chihaya is too dumb to be relied on and they don't want to antagonize Sakuya by forcing him to work for their agenda. Not just that but Sakuya also has a policy of not killing humans, so he's not even as useful as he could be in combat against Guardian. So they're mostly just sent elsewhere to keep them busy so they don't end up interfering.
