Saitama' dream is to fight someone ultra strong. Telling a guy he supposedly 'recognized' to never get stronger is counterproductive.
He meant that the people above Suiryu didn't get there by taking things lightly, and would fucking murder him. It's safer for Suiryu to remain where he is. If you consider that to be what Saitama meant, Suiryu's cold sweat makes more sense.

The reason they believe King has done something amazing is because of the Base Rate Fallacy:
If they believe beforehand that King has a 99% chance of doing something awesome, and Atomic Samurai's test has a 100% true positive rate and a 5% false positive rate, then the chance that King turns out to be amazing, given that Atomic Samurai thinks he passed the test, is 99.95%.
But if King has a .01% chance of doing something awesome (a lower base rate more like a normal person), then the chance drops to 16.81%, and they would doubt the result of the test.
Because they assume King is awesome (an incorrect prior), they don't doubt him at all.

He's giving Suiryu advice because he's bragging about standing so far above heroes and shit that means he's perilously close to "no more challenges" territory. Even if he's a thousand leagues behind Saitama.
He hasn't recognized Suiryu as anything more than a guy with interesting movements. Suiryu is the one who has 'recognized' him.

Except this is exactly what he expects. Especially evident from his fight with Garou, whom him constantly egged on to go all out and by the end of it pulled the "are you just gonna accept that I won?" card.

I doubt it has any impact on rest of the story where murata directly adapts ONEs stuff.
I find it entertaining enough though, theres many parts that were worse filler than tournament arc.
Two meanings in one. Suiryu doesn't deserve to get stronger with his mentality of selfishness. Saitama is also saying that Suiryu shouldn't get stronger because if he's looking for a way out of boredom, getting stronger would be counterproductive.
I kinda look forward to the Snek fights, mainly because of Shinchiro Miki, who will make the fights way more better than in the manga.
He was also the main reason why the Black Arc was memorable in the DBS anime.
