We're talking about keikaku skills here, which means step by step planning per arc, and Pfle is the ONLY person in the series so far with a flawless victory. She set out concrete objective per step, not just a vague "protecting Mamori."

Pythie on the other hand failed in many things she tried to do, as I've already listed. She's not completely defeated yet because her vague goal "creating an ideal MG" is, well, vague.

LoM currently has exclusive capability to make natural MGs. That means if a corrupted high-ranking member wanted to make her own army, she could bribe the recruiment officers to bring new MGs to her first and employ them. If the army is large enough, nobody would dare to oppose her and so her seat is secured. She'll have big influence in laws making too, which translates to money.

The Osk faction already intended to monopolize the manmade MG technology in order to create their own army. If they grew large enough, they'll destroy Puck and Caspar and gain full control over LoM.

CQ Hammer is going to have a hard time getting past the bunkered down MGs now that they have new orders from SW. All SW has to do is defend and buy time while they get the friendship nukes ready. CQ will be pressured to find a weakness, this might end up in her over extending and losing forces to Puk Puck. Although I'm not to worried about CQ handling her troops, it's the other commanders that you have to worry about.
