J-League is their soccer league, but they do have a fairly strong domestic competition which is well funded

They also have a team in the southern hemisphere competition with domestic teams from australia, nz , south africa and argentina. and their national team is really improved, beat south africa two years ago.

They are also hosting the rugby world cup in 2019, so i think they want to get the hype train rolling for that

Never had the physique to play rugby, but what we did in school (even up to year 12), was to take off our footwear and run down to the fields with a rugby ball during period breaks.

All Out is union, which is by far the larger of the two codes globally.
The main differences are union having 15 players per side and league just 13, along with league having downs (when a player is tackled and brought down, play stops and restarts fresh, a team has 6 tries to score before possession is given to the other side) and union not (a player brought down must simply release the ball but play continues unhalted).
Also league dropped the line out and uses a scrum for the ball going into touch.

I've started reading the manga after watching the first episode and I can say that it's a very good adaptation. It even adapts the last page doodles into eye-catch transitions to part B in every episode.

Niggastream is at start of vol 7. Current tank release at vol 10.

Anime adapts 1-2 chapters per episode and sometimes adds the special ones. Sports anime normally tend to adapt 1-5 chapters, depending on the amount of action panel/pages the chapter has, in a single episode. Since All Out!! is heavy in character plot, I'm quite pleased that they are taking their time on going through the source material. It is as about good as the DnA adaptation but with more consistent designs and animation.

The split goes back to the 19th century, in 1895. There were splits between northern and southern English clubs over proffessionalism (whether players could be paid to play the sport or not) as well as bit of class warfare (northern England is seen as working class compared to the south).
The northern clubs split to form the Rugby League, and then over the century and a bit since the rules for league have changed.
Union (mainly southern England at the time) has also changed its rules, but less majorly. It was a fully amateur sport until 1995, when finally players could be paid for their time.

Three types. There's rugby sevens (literally involving 7 players each side), which certainly has more global presence than league.

Sevens is very fast paced, and it has fewer players. So I think it's actually more suited for a shounen series than the 15-men union

Japan actually scored a historic victory against the NZ sevens side during the Olympics last year, so we may see a series based on sevens in the future
