It IS more aerodynamic, that's one of the reasons why cyclists lean forward for example. But running isn't about being aerodynamic, it's about throwing your limbs forward to produce movement.

The real reasons have already been mentionned. It's easier to animate than actual running and it's supposed to look cool.

The number of frames is pretty similar, imo. It's just the uniqueness that's higher. At the lowest end, you draw the arms at maximum swing. 2 frames. This looks like shit unless you have them at top speed though. You'd add one to three tweener frames if you want it to look more "natural". The "wheel foot" is much simpler by virtue of simply having to change where the shoe appears in the wheel.
