A large part of it felt like filler. Unlike the other parts where beating one guy got Jojo closer to the goal, A good chunk of Part 4 felt like it had fights for the sake of having them.

Specifically, anything that had nothing to do with Akira and Kira.

I thought someone would have a Stand ability to send Josuke back in time so he could save himself and be the inspiration for his hair, but nothing came out of that.

As someone who likes Part 4, here's what I think.

>Pros
- Kira was a much better villain than DIO, having plenty of screentime and also being a legitimate creepy character because you got inside of his head a lot, especially when he's the protagonist for a chapter or so.
- Stands were made a lot more interesting than they were in Part 3.
- Jotaro shows up as a better character, and also does not detract from the characters of Part 4 with his presence.
- Koichi is pretty cool, if occasionally grating.

>Cons
- The beginning is kind of weak. It starts out strong with Angelo and the revelation of the Stand Arrow, but after RHCP steals it, there's no focus on the Arrow at all. Then he shows up and they get it and the story goes nowhere until Kira shows up. Additionally, Otoishi had no reason to steal the Arrow in the first place.
- Okuyasu, while he does grow as a character, is not given nearly enough screentime in the latter portion of DiU.
- A good number of side characters are wasted. Yukako in particular has no reaction to Koichi almost being killed by Kira or Aya actually being killed by Kira.
- Rohan's tie to Reimi doesn't really go anywhere. He was the only one who survived Kira's murders, but at the same time he never really confronts Kira. He does investigate and lead the group to him, but I was expecting more.
- Josuke has an almost nonexistent relationship with the main villain. They don't even fight for the first time until the end of the part and even then he doesn't get to finish him.
- As much as I like the characters and am glad they mostly live, it's kind of lame that Kira didn't manage to kill anyone the cast new except a terrified kid and a woman that didn't have an offensive Stand.

That's just off the top of my head.

If it's OPs then:
Bloody Stream (god tier poses, god tier visuals, god tier song) > Stand Proud (fits the the feel of part 3 perfectly, BREAK YOU DOWN BREAK YOU DOWN BREAK YOU DOWN is great) > Chase (I like the ending a lot where it looks into Kira's eye and the 'ushikushiiiiii' part) > End of the World (the beginning and the ORA ORA ORA parts are really cool but the song itself doesn't have the same upbeat heroic theme to it that Stand Proud does and I feel as though it's because of that feeling that is why Part 3 is the best) > Great Days (good but I want to hear straight up rock/metal when it comes to JoJo > CNBT (same reason as Great Days)

Honestly with some of those you can just tell the translators thought it was dumb as fuck that they were being made to change the names and had fun with it. Luckily stand names after part 4 are mostly irrelevant so I don't really think I'll mind any of the changes

I think reading the manga makes the flaws feel less obvious, given how cheerful and filled with personality Araki's art is

Kira's development/Relationship with Hayato
Number of likeable side characters
Unique stand battles compared to part 3
Suburban setting that has a lot of personality compared to the globetrotting of previous parts

Cons:
Kira comes into play halfway through and RHCP can't really carry the story that well

See that's one aspect I think the anime did better than the manga. From minute one when you see the breakfast being made by the severed hand, and the subsequent little scenes with severed hands, you knew some shit bigger than the current villains was happening. You knew while RHCP was doing his shit, there was some bigger villain just around the corner. He didn't progress the story the first half, but added to the mystery.

Also honestly, Kira is one of the most involved villains in Jojo; in terms of actively doing stuff and exploring his character. Only really Valentine and Pucci have him beat, the other villains are mostly distant final bosses who you have to go through piles of henchmen to fight. With that in mind, I'm happy with the amount focused on him, if they stretched it over another half of the part, it would ever be spread too thin, or have little room to develop and get boring in parts I think.

Akira is the exact opposite of Kira. Kira Just Wants a Quiet Life, while Akira wants to cause as much chaos as possible without thinking things through.
