Japan loves blonde foreign girls. Her appeal is she is different from the others. She also jumped on the short eyebrow fad. She's also got a smug ara personality type, which some guys like. Though nowhere near as smug as Ai chan from another show.

No it doesn't. Smug can mean many different things. She can be 'smug' because she seems overly happy and confident compared to the other characters. That's the far more common way smug is used in anime, especially ara girls.

That being said, she does act like she is superior to the other girls sometimes.

An actual explanation other than NIGGERS XD:

Mugi is basically defined by her relationship to her family's wealth and social status. She understands how it can be used as leverage (see the episode where she buys Yui's guitar) but, more than any other girl in the series bar Ui, puts the needs of others before herself and enjoys providing luxury to others (the daily tea and expensive pastries, using the beach house) while shying away from it herself. Instead, her passion comes from exploring mundane, middle-brow culture, as well as having a somewhat repressed impulsive side, which most notably came out when she stole Mio's strawberry in a harebrained scheme to experience being hit (related to this, she also has a tendency to get lost in her own thoughts).

My wife, Tsmugi Kotobuki, is passionate, intelligent, thoughtful, and generous. I'd recommend rewatching S2 E14, the episode where she gets the most focus (and IMO the best of the series).
