Part of it are, afaik, word of mouth regulations, nothing set in stone, but a shift in editorial culture due to political meddling has happened.
It's not as clear as "but there are still fanservice shots!" because they still are there of course.
But one clear example is the lack of pantsu for example.
Panty shots, upskirts have become rare. Even more so weird is that underwear is still shown, and there are still shots of people in underwear, but straight up upskirts and shit are rarer these days (not that they don't happen).
