Maybe not explicit tension but still there were enough implications/materials for people to ship Lelouch and CC to ship together. Fujos ship Lelouch x CC too not because it makes way for CC x Lelouch x Suzaku or any other threesome relationship. If they were so scared of Kallen for threatening their homo ship, they wouldn't be okay with CC or her ship as well because the CC ship is way more likely to happen than the Kallen's one.
