There are any number of reasons that Ichika could have for not responding to Houki. Maybe he was interested but didnt want to rush into anything. Maybe he sees her as a sister and didnt notice her advances because of that. Ichikas a lot smarter than people give him credit for, so he could have a lot of different reasons.
