I dont really think so. 2nd OVA actually I found her super relatable. Sure, I obviously wasn't over the top hyper genki like she was most of the time, but I did have a scenario like that when I was in high school and in charge of a reasonably sized student driven event. I ended up letting my passion and desire to make it the "best thing ever" from my point of view at the time get in the way with what everyone else wanted. It put me into a similar situation as Akko, and her relationships/character growth went through developments that were pretty similar to what I actually experienced IRL from making the same mistakes.

Having just watched the OVA and first episode for the first time, I think the former was more impactful. I get that more things are going to be fleshed out and things like the girls' friendships are going to be gradual changes, but just comparing Shiny Chariot's show, it tried harder to be flashier with so many different shots of the crowd and more fantastical magic. The OVA ended with a barrage of fireworks, but that's more natural, you know? It felt like Akko formed a deeper connection in the first show (as I did) where in the second it had too much fluff, maybe because it's a retelling and it's trying to one-up it. It cheapens the experience imo. At the same time the fake monster was wimpy and overall I didn't like how dark everything looked. But I'm still really interested in the new story and characters. The animation was still really impressive and it's one of the things I'm looking forward to the most.

This is what I imagine.
Chariot goes off to college, gets into the party scene with her college friends and goes off to frat parties 4 times a week to get smashed and dicked.
