How do you tell if an anime is high budget or low budget when the number are not directly available?
My technique:
1. If the scene take place in the same setting most of the time
2. The girl's hair strands are not visible
3. Color pallet is very limited
4. The eye are just circles with no detail

If it sold more than my favorite anime it's a high budget flop.
If it sold less than my favorite anime it's a low budget flop.

Just assume based on the studio
If the studio is doing 3 or more shows that season just assume based on which is most popular

Not really, if that was the case we might as well make all anime black and white or stick figure and remove audio and only have subtitles since it results in a lower budget.
Its the same story for both video games, why make new consoles that can support better graphics when the story for old games can be just as good? Because people like better graphics.
The point is that good graphics matters and higher budget = better graphics. This is why anime movies usually look better than the TV shows.
