How can a villain be good when their defining characteristic is to be bad?

Junko is just meh, she just wants everything to be despair because lel she's so crazy. Until SDR2 she was okay, with Despair Arc though you can see how much she sucks as a villain. Well, both DA and FA sucked so

She is a good goofy cutie in DR3, and a very appropriate villain in DR1.

As a villain she's nothing particularly special, just your usual "I WANT TO SEE THE WORLD BURN FOR THE LULZ" type. The main thing that worked about her was the twist in the first game.
