He's trying to pursue both, but he hasn't really made much of a case to Emilia other than telling her that he loves Rem as much as he does her. There's also the fact that Emilia is showing signs of being quite jealous of Subaru favoring Rem so heavily.

It's kind of a mess. The 100% certain thing is that Subaru and Rem love each other very, very much.

Rem starts off as just a gimmick side character to counter Ram.
They had a shtick and seemed almost identical at first.
In any other series Rem would have remained a 1 dimensional background character and Emilia might have had a chance.
Coupled with the fact that she made her first appearance well into the series and wasn't the first or even second girl, the odds could not have been more stacked against her.

But she ascended from just a background character to have her own backstory and character development.
We see a glimpse of her entire life, from the time she was just a baby. She has her flaws, human flaws; distrust, resentment, spite, and apathy which she felt towards both Ram and Subaru.
She took time and effort to win over. Subaru killed himself to save her before a connection was ever developed.

Rem shows more love and compassion to Subaru than every other girl in the series combined.
This is amplified by comparison to the girls in the series; Emilia spends a lot of time away, and does very little to earn Subaru's affection after their initial encounter. She's also not show to have any negative characteristics, which makes her hard to sympathize with.


TLDR; Rem is hope.
