No, but it's pretty obvious it's intentional and you're supposed to relate the prince to them. I think he was meant to be a symbol of them "mixing" (coffee and sugar) more than anything, but you can come up with a pretty good explanation for him using the series' own logic:

>Novel Lieselotte tells Haruto Magius exchange runes to reproduce, likens it to human sex
>When Haruto jacks people he's sending his runes into the person's body
>Haruto jacked L-elf several times, possibly leaving a genetic imprint (Kibukawa mentioned DNA when explaining runes)
>Prince is L-elf's descendant (as L-elf became leader of Module 77), has Haruto traits because of above rune nonsense
