Lain was unpopular in general, not just in Japan. But the majority of westerners into Anime hasn't watched it either.

It's a show that is hard to get into and goes over many peoples heads, they give up on it because it doesn't spoonfeed or handhold.

dragonball has universal appeal among kids and young adults

it's probably even more popular in central/south america than it is in the US but it was definitely on par with its Japanese popularity during the height of the late 90s-early 00s anime boom in the west
