None of them are being forced out, Tite Kubo said hew as in the final arc like four years ago and has been in the bottom ever since, Sorachi has chosen to end his series, which has routinely flipped between the top and bottom since it started, and Kochikame is like the third biggest manga of all time in Japan and ended because the author (who went for 1961 chapters without ever missing an issue and doing countless other projects on the side) wanted to stop the series so he could start four new series simultaneously in other Shueisha magazines (the first one has already started and the other three start next month). Look at any time in the magazine's history and plenty of the bottom series are popular and don't get cancelled. Series like Jojo or Kochikame spent most of their life near the bottom but are among the longest-running titles in the magazine.

It's not rating by sales, it's rating by reader polls. New series that are consistently at the end of bottom of the ToC are axed, even if sales of their volumes are better than some of the series above them. Established series get more leeway, but if they hang out in the bottom long enough, it's clear Jump eventually has a talk with the author about ending the series, even if they could have milked it for a year or three more and done better than all the cancellation fodder.

Conversely highly popular series consistently end up at the top of the ToC. Series that increase in popularity due to an anime rise to the top. If the popularity drops after the anime ends, they fall back to the middle.

It's based loosely on polls but it's very loose, yes it's based on rating but people take it much too seriously on an issue to issue basis which makes no sense. Stuff gets obviously pushed for promotion by editorial or even pushed out by editorial. But the fact that the last bit of the magazine always has a few established series (including the one at the very back) suggests that they do try to put stuff in the back that will hopefully keep people reading the whole thing.

But, some examples of series dropping are very clearly based on popularity of individual chapters like the recent Soma fiasco.
