The problem is that anime is pretty stylized and based on imagination, both things neural nets are bad at. Though the data problem is actually partially solved these days, with all the people that stream themselves making anime drawings, all you would need to do is ask them to do one or two from reference, with that you could eventually build up an anime style neural net that can convert streams of real images into anime people.

All you need is a basic income scheme.
There's still a latent mindset that we should incentivize people to do things that are immediately productive enough to earn a wage, but that ignores the reality that there's less of that kind of work available every day. The incentive of becoming rich will still exist regardless of whether you have to work a minimum wage job on the way up.
Taxing workers to pay non-workers may sound unfair, but if work is truly optional, it's not unfair at all. Work is almost always becoming easier and more productive due to technology, so it makes sense for the society that provided a safe place to develop that technology to share in the wealth. And the best way to help society is to keep all of its people healthy, fed, and unstressed.

You need the context.

Basically he's saying that he trained a network that shrinks a 512x512 lineart down to 128x128 and applies color there, then took the training data and applied it to unresized 512x512 images.
He did this probably because it takes less time to train on data of smaller size, and the training results applied to larger images is pretty much the same.
The shape of the neural network is pretty much the same, except he had to re-train the network with 4 channel images (RGB + alpha), and this time he did not use an Adversarial Network.
