This flaming faggot. He's absolutely batshit and completely in the wrong but you can understand why and empathise with him. He was in a shit situation with no right answer or Way out and it ended with his sister getting killed and his long lost brother trying to kill him, when all he wanted was for the two to stop dating without finding out they were related to save both their families, his sister's innocence and the sanctity of confession at his parish. Then along comes DIO who tells him that everything is predestined, and Pucci takes it completely the opposite way to what DIO intended ie not "we're slaves of fate so let's conquer it and rule the world my only friend who happens to be a 15 year old priest in training" to "we're slaves of fate so let's conquer fate just so we can let everyone else know all the bad things that will ever happen before they happen with no chance of changing things for the better because knowing despair is inevitable and bracing for it is the only way to find happiness because I'm still hung up on getting my sister killed and this whole fate thing would have let me know it's not my fault (it's not my fault, right)?". Also just in general he's one of the most competent villains in the series and gets stuff done, and we see him active in the plot the earliest of any of the villains in the series sans Dio himself in Part 1. He also temporarily accomplished his goal, although before he can make it permanent Emporio tricks Pucci who has conquered fate into changing his fate for him by forcing Wether Report's disc into his head which gave him a chance at killing him and returning everything to normal but with Pucci's soul gone instead of the souls of the people he killed getting left behind.

Unpopular opinion: every story is better without a big bad antagonist looking to take over the world/kill the protagonist/etc. The best antagonists are those that move the story forward and give growth to the protagonist in much more subtle ways.
