Mahou Shoujou is either fanservice or dark. It has been like this for years, since Madoka and Nanoha. This is what's normal now. Precure is pretty much the last old style magical girl show still alive.

For such a bad idea it turned out surprisingly well though. It's not as if they had much of a choice either, given the source material. The only way around it would be to make the pacing of the previous arcs ridiculously slow.

Maybe they probably bought timeslots for 13 episodes because they expected a delay, and when it didn't actually happen, they found themselves with nothing to air on the final timeslot. So they put together a recap episode of the whole show because they had to fill that empty timeslot
