The filler is better than the canon episodes. Usagi and Rei would make an excellent sitcom duo. I enjoy the lighthearted comedy/SOL more than the serious romance/melodrama.

I can see how that might be the case. I'm only a few episodes in and it's basically just filler thus far, but it's really enjoyable in how ridiculous it is.

Call me a sinner, but I'm watching the dub. I think it really brings out the 90s weirdness a bit more.

Also bullshit. Not all of the plot heavy episodes are great, but there are at least as many top tier plot episodes as SoL episodes and the more serious parts are better than the lighter parts in general, even if the lighter episodes can still be good. There's way more to the plot than simple melodrama.

Eh, the only proper way to deal with this issue is to treat the DiC dub as a completely different show to the Japanese cut. You're totally right that the dub is fun to watch in this way, and I see no issue with introducing yourself to the series like this, as it's delightfully crazy in its own right, but it would simply be a mistake to treat the dub as a substitute for the Japanese version. It's entertaining as a weird, alternate, western take on the series, and more enjoyable than the manga, but it would be a huge mistake for it to be your only experience of the series, as the whole thing becomes way more enjoyable when you realize how much depth there is in all the adaptations.
