The reason for this is that statement isnt really true. Gino worked very hard to be in the position he is now. He spent a lot of time and effort being a 'good' friend to Bismarck. Why even make a sequel? The ending of R2 great as it was. It left some fun speculation but it implied that Lelouch achieved world peace and the story was over. It was all wrapped up. This is going to be worse than Darker than Black S2 or Eva Q/3.0.
