It's a bit of both. The series does start from the beginning of the first OVA, but apparently there are large enough differences that it's a stretch to even call it a redo or recap. It's definitely not a carbon copy of the OVA, if not something (almost) completely different. Also, based on the pacing of what was screened, there should only be 5 or 6 episodes remotely covering what the OVAs did.
