It was honestly one of the worst scenes I have ever seen. The fact that it was so out of character for Lelouch to overlook something like this and have it cause wide sweeping plot implications is kind of sad. Code Geass basically got saved by it's great ending. The writing was kind of bad from this moment through most of the 2nd season.

There was an entire arc before that with involving a guy who couldn't control his geass. And despite being a "smart" character, he took no precautions for such an event and said the worst thing possible for the sake of the plot.
