Broccoli didn't know Kurosawa liked Takigawa. He liked her, so he went for it.
Takigawa may have had feelings for Kurosawa at first, but he made no moves nor sent any signals. Broccoli was fun and a fountain of personality, in addition to being an easy friend to make. Which goes a long way considering Takigawa used to be a loner.
Kurosawa took too long to admit and accept his feelings, but in the end he did and that's what matters.
