You see, if an Ajin is beheaded, he grows a new head. However, the consciousness in that new head is a DIFFERENT consciousness.

What makes being behead different from being shot in the head? If an ajin is beheaded, a new head identical to the original grows. If he's shot in the head, his brain is destructed, then it is reconstructed, creating new cells and such, being again identical to the original brain. Both should result in the same outcome.
