He was leagues ahead of everyone else with no training and Mystic, so if he kept up training he would have been the strongest easily, yes.

Without Mystic, no way in hell. He was still weaker than Goku at the end of Cell saga, SS2 was just busted at the time and he had the advantage of being the first to get it.

He was able to transform into Super Saiyan 4 after GT ended to keep up with Goku and Vegeta, Dragon Ball Heroes was kind of the "continuation" after GT but its no longer canon

He wasn't raised as a fighter like Goku, ChiChi conditioned Gohan to be a regular human and since he met Videl he took a break after the Buu saga to finish his studies and settle down and fuck her non-stop. I'm sure he'll be back in form soon

Gohan absolutely was not weaker than Goku at the end of the Cell Saga.

I think the English dub makes it sound like Goku was holding back to give Gohan a chance to fight Cell, but that is in no way the case in the original version. Goku said repeatedly from the moment he stepped out of the chamber that he had no chance of beating Cell, only Gohan did.
