Saiyans are still the same as ever. Gine and Bardock are not married, but they somewhat act like they are because they are exceptions mainly due to Gine herself, and even with that they don't even raise their children, they just put Kakarot in an incubator and send Radditz to go to other planets while they fuck off to do something else individually.

The only saiyans that have the closest thing to a family sense is the royal family, and still they don't hesitate to send members like Tarble away if they are not strong.

Plus, the Vegeta we see here is a domesticated one. He does care about Bulma and Trunks, but still spends more of his time away training.

Same with Goku. He sees his family as "important friends" or something and rather go to train than getting a regular earthling job.

As pathetic as Raddits was, I kind of doubt he was weaker even than the women of his species. He was just an average sayian grunt, so I'd put sayian women at around 200-800 generally (remember how low Goku's power level was at the beginning of Z, so sayian power can definitely go that low).
