I get what you're saying, but I think we should remember that their relationship didn't begin and end with the promise to choreograph a program for him. Remember, we see Victor giving Fairy all kinds of advice in the first episode. They speak to each other with familiarity. They were rinkmates, they trained under the same coach. The two of them weren't distant, Victor clearly had a lot of insight as to how Fairy should go forward in skating and Fairy never expected that to disappear all of a sudden.

The two of them had an honest rapport even if Victor had never promised to be Fairy's coach. Having that vanish out from under him all of a sudden is going to be hard for Fairy no matter what. He envisioned Victor playing an active role in his career for a reason, and all of that got derailed in the end.

We won't get a proper communication between these two until the end of Yuri on Ice performance. They don't look happy at all in the next episode.

I don't think it's a matter of Victor owing him anything, but rather Fairy misinterpreting Victor's actions as slighting him. He got his program like you said, and he's never actually brought up the program since then. It only ever comes up in discussions here.

All it comes down to is Fairy not knowing what drives Victor. He sees it as Victor deeming him not worth the while, when in reality it was Victor seizing upon the chance to finally be happy. Once Fairy realizes that Victor was acting out of love rather than trying to insinuate he was unworthy, you can bet he'll be able to put it behind him. He just doesn't get it right now.
