Nope. The one being manipulated is Mikuru herself. Basically she is being directly controlled by her future self, who is culturally horrified at changing the past. So adult Mikuru is putting young Mikuru through all the shit she already went through because "the past must be maintained". Young Mikuru is given orders that she can't refuse, that makes no sense, and that she couldn't comprehend.

Adult Mikuru clearly doesn't care about changing the past because she shows up and helps Kyon a number of times. The only thing she cares about is her young self seeing her because she never saw her adult self when she was younger so that would be paradoxical. Of course, anything she does in the "past" is paradoxical per the bootstrap paradox or the let's kill hitler paradox but for some reason her seeing herself is the only one that would cause problems.
