Haven't had contact with Part 3 in a while, but Jotaro had either 3 or 5 seconds of timestop at the end of Part 3. His vitality and fighting will fell and he made a family, and at the start of Part 4 he coudl stop time for half a second, which gradually increased to two seconds.

In part 6 he is constantly aware of being hunted and the danger his family is, and he's as ready to fight danger as he was to smash DIO in Cairo, so he can stop time for 5 seconds again.
