Because sometimes, fanservice really just is bad.
It cheapens scenes/episodes. It makes characters seem worse (both the serviced and the servicee). Scenes usually fall into the same cliche. And in general, it's sometimes just insulting to be pandered to.

That being said, I have no problem with the fanservice in Keijo.
