It's quality because their schedule doesn't account for how long it takes to make fully animated skate sequences every episode. Early episodes have spent longer time in preproduction, and important sequences are specifically given more time or more skilled animators to have more impact. The OP in YoI's case was pretty much done by just one extremely skilled animator, which is somewhat common in anime (or at least have a separate visual director than the main series.)

MAPPA is still a young studio and YoI is basically a passion project that didn't have the time or people to bring the visuals to the vision they wanted.
