I'm not sure, most of the instances I remember of Josuke healing involved putting things together. When he fixed the spaghetti, he put them back using the pieces that Tonio threw away. When he made Angelo into a rock, he used the rock and Angelo. I'm not sure he can simply touch it and turn things back to normal without the necessary parts, he can't fix things erased by The Hand.

At least that's how I saw it.

Okuyasu exists. The arm and the rest of him are severed. Anything Crazy Diamond touches with his hands can get rejoined together. However, Mr. Nijimura is a different case. His body is always like that, and no matter how hard you hit him, he will regenerate with no injuries.
Since Josuke can't break him apart to rebuild him, and he isn't actually broken to begin with, he's technically fine.

Okuyasu's dad seems to have been transformed by a flesh bud, and has a stand that prevents him from getting hurt. I seriously doubt Araki would keep him like that if Josuke truly could fix him and if he kept drawing him all messed up
