To be fair Toei does not draw the lightning at all times. Just look at the Goku vs. Majin Vegeta, the lightning is always there. Hell its not even always there during Gohan vs. Cell.

He actually does go SSJ2. You can tell in Toriyama's art. There are slight differences between SSJ1 Gohan and SSJ2 Gohan, which you see both during the Dabura fight.

He goes SSJ2 around the time his green gi starts getting damaged, just look at the art differences and the singular bang that Toriyama draws (its less angular when SSJ2 for Gohan).

No, its just called laziness from Toei and the fact that even if its simple it still costs them more time and therefore more money to draw them.

Look at the recent Zamasu Saga for instance. Trunks is SSJ2 throughout the majority of it, outside of his new form, yet we only ever see electricity once the entire time, and that is when he specifically says its SSJ2 and that's it.

After that you see him turn the same SSJ2 the entire way but no electricity, and his new form only had it during the initial transformation and never once after.

Why don't people get that SS2 is a multiplier, like every SS transformation? Since gohan got weaker during the 7 year timeskip, his SS2 form was also weaker than it was during the Cell games.
