It's kinda always been that way though, hasn't it? He lost to Jackie Chun, Tao Pai Pai, Tenshinhan, some others throughout the course of DB. Then DBZ immediately starts with him not being able to beat Raditz, same for Vegeta. Namek arc then becomes resonate of King Piccolo, whereas Goku is leagues ahead of most characters and can go toe to toe with the impossibly strong big baddie. Then he loses to Cell. A bunch of random shit happens, and DBZ ends with Goku having one of his signature tooth and nail wins against the final villain.

Super hasn't really diverged from that formula yet. Of course Goku is going to loose fights, this isn't OPM. The story hinges on Goku (and now Vegeta, by proxy) improving himself and having good cause to do so.

Not directing this at you, but one thing people forget is that GT heavily relied on repeating animation more so then even DBZ. It wasn't the most budgeted show even losing many lead animators who moved on to other projects.
